ITMU and ITMC were established under XI Plan scheme viz. “Intellectual Property Management and Transfer/Commercialization of Agricultural Technology Scheme” in 2006 at ICAR-NBFGR. The scheme continued under XII Plan as National Agriculture Innovation Fund

ICAR-NBFGR is under the ZTMC of CIFT, Kochi.ICAR-NBFGR falls under the three-tier architecture which is led by the IPTM at the top most level followed by the ZTMCs CIFT, Kochi, Kerala which in turn is comprised of ITMC and ITMU units

Under the project a critical mass of competent resource personnel was developed to manage Intellectual Property of the institute with capacity building by ICAR through International trainings from WIPO, Geneva and internship at Michigan State University, USA. The ITMU unit since the has created awareness programmes among researchers, farmers, traditional knowledge holders, students and government school children. The I/c ITMU is recognised by Atal Innovation Mission as Mentor of Change under NITI Aayog. ITMU supports ICAR-NBFGR for IP asset protection and training. Under the project farmers and Self-help group women were empowered through networking with stakeholders of State Government and utilising BIRD-NABARD resource person for creating new entrepreneurship avenues through new product creation leading to innovation using systemic design intervention
